Of very stiff horsehair, the skirt shapener or modified bustle is designed to tie at the waist with cotton twill ties, and give shape to the back of the skirt. The sewn-in pleats are held by cotton sateen lining, For about 8" (20cm) waist, 10"(25cm) length.
